After careful consideration the council has decided to continue with the PFI process, even though proceeding with a single bidder does raise a number of concerns, most importantly around. Our initial review of the council’s Best Value Performance Plan found that it failed to comply with a number of statutory requirements, as set out below. These omissions reflect that the production of the Best Value Performance Plan is not integral to the council’s performance management system.
